Planning Commission Meeting
The Planning Commission tabled a developer's request to turn required open space at the Holton Park South development into a new building lot. It also recommended rezoning a home on 3900 South to allow two units and approved the concept plan for 18 townhomes at 6037 S Highland Drive. Together, these decisions shape density along two of Holladay's busiest corridors and test how the city enforces past development promises.
Topics
Rescheduled item
The Jordan Valley treatment facility item was postponed because of a public noticing error.
Holton Park South
The applicant asked to amend the planned unit development (PUD) so that Lot 2A, now open space, becomes a building lot with a historic preservation easement over the 1898 Casper Cottage.
3900 South rezone
A request to rezone 3200 E 3900 S from R-1-8 to R-2-10 to allow a future short-term rental.
Covington Park
A concept plan for 18 townhomes at 6037 S Highland Drive, including front porches that extend into the setback.
Minutes
Approval of the 7/7 and 8/4 minutes.
Decisions
Holton Park South
Tabled. It may not return until the city's Technical Review Committee (TRC) fully approves it and all conditions are met.
3900 South rezone
Recommended to the City Council for approval.
Covington Park
Concept plan for 18 units approved. The approval includes:
- an exception allowing front porches to extend into the setback
- a condition requiring one tree per driveway
Minutes
The 7/7 and 8/4 minutes were approved.
Votes
Holton Park South (Lot 2A amendment, 2394 E Murray Holladay Rd)
Motion
Chair Roach moved to table the request. He found it unclear how the historic easement satisfies Condition 3 of the conditional use permit (CUP) approved January 25, 2022. The motion requires the applicant to:
- resolve the fire turnaround with the Fire Marshal
- resolve the power pole issue with the City Engineer
- provide surveyor-certified lot dimensions
- complete the street dedication to the city
- submit a corrected plat
Amendments by Commissioner Prince
- The applicant must explain why open space is no longer important.
- The item cannot return until the TRC fully approves it.
Second
Commissioner Barrett
Outcome
Passed 6–0 (Bennion, Cunningham, Prince, Gong, Barrett, Roach)
3900 South rezone (applicants Chris Layton and Laurie Quick, 0.24 acres)
Motion
Commissioner Cunningham moved to recommend approval of the change from R-1-8 to R-2-10, adopting staff findings.
Outcome
Passed. Barrett, Gong, Cunningham, Bennion, and Roach voted aye, and no opposing votes were recorded.
Covington Park concept plan
Motion
Commissioner Barrett moved to approve the plan with staff findings, the attached site plan (including the porch exception under code section 13.08.080 E), and one tree per driveway.
Second
Chair Roach
Outcome
Passed 6–0
Minutes
The 7/7 and 8/4 minutes were each moved by Chair Roach, seconded by Commissioner Prince, and approved unanimously.
Actions
Ron Hilton (Holton Park South applicant) must complete all outstanding TRC requirements:
Dedicate Murray Holladay Rd frontage to the city.
Address TRC red-line comments from 9/28/2026.
Provide a licensed surveyor's certification.
Show a fire turnaround on the plan. UFA will not accept home sprinklers as a substitute.
Submit revised plans moving the power pole at his own expense. Mayor Dahle denied his appeal of this requirement in April 2024.
Clearly explain how the historic easement relates to the open space requirement.
Fire Marshal Bradley will provide the applicant with turnaround design dimensions.
Casey Kershaw (Covington Park applicant) will prepare a preliminary plat for Planning Commission review that includes:
a landscaping plan
setback averaging calculations
buffering along the interior drive
Jared Bunch will give the applicant direction on Highland Drive perimeter improvements.
Staff will re-notice the Jordan Valley treatment facility item for a future meeting.
Notes
Holton Park South
Mr. Hilton argued that Lot 2A was never formally designated as open space. He said he has already restored the fire turnaround, and he voiced frustration with the review process.
Resident Janet Hales supported preserving the cottage.
Chair Roach said the applicant appeared to be seeking a seventh lot where six were approved, which he called unfair to others who followed PUD rules.
3900 South rezone
Staff supported the rezone for several reasons:
- the general plan designates the area for medium density
- 3900 South is a designated "opportunity corridor" with 15-minute bus service
- the city recently invested in road and bike lane improvements
Under R-2-10, the property could have at most two attached units and no accessory dwelling units (ADUs).
Resident Steven Kelly questioned how the city would enforce short-term rental rules.
Resident Matthew Tracy supported gradual "transition" density along major corridors, citing housing costs and school closures.
A written comment opposed the rezone over wildlife and traffic concerns.
Commissioner Prince raised concerns about spot zoning. Staff responded that the area was blanket-zoned R-1-8 when it was annexed in the 2010s and that this is the first rezone request there.
Covington Park
The applicant is proposing 18 units, fewer than the zone allows. Features of the plan include:
- garages wide enough for two cars plus trash cans
- 36 extra driveway parking spaces
- preservation of the large trees along the frontage
- a brick wall along Highland Drive
Demolition of the four existing houses begins next week.
Commissioners' concerns:
- Chair Roach worried about heat and noise in the alley between rows of garages.
- Commissioner Gong pushed for water-wise landscaping.
- Vice Chair Cunningham worried that a driveway sits too close to Highland Drive.
Jared Bunch said the Highland Drive slip lane will be removed and replaced with enhanced landscaping and a 10-foot pathway. No construction staging will be allowed on 6060 South.
Public comments:
- Daniel Lawler supported the project and described dangerous speeds on Highland Drive.
- Renee Zorn objected to three-story buildings and the added density near the new 83-unit apartment complex.
- Diane Hazen of Diamond's Custom Jewelers asked for off-site parking for construction crews and protection against property damage.
An email from James and Patricia Della Russo requested updated traffic studies.
