Federal Earmark for City Hall Retrofit

  • The Senate's funding proposal (released January 7, 2026) includes funding for the Holladay project at $1.65 million, slightly lower than the House version. Inclusion in both bills increases likelihood of final passage. Federal budget deadline is January 30, 2026.

City Hall Seismic Retrofit Timeline

  • Current City Hall will close April 1, 2026, for the remodel. Construction estimated at 12–15 months. Temporary location occupancy anticipated to begin February 2026; lease payments begin April 2026 and run through September 2027 (18 months), with an option for three additional months.

Highland Drive Project

  • Over $7 million secured in funding; an estimated $15 million gap remains. Scope runs from Arbor Lane to Van Winkle. Secured funds earmarked for design costs and right-of-way acquisition.

Council Member Reports

  • Emily Gray

    represented Holladay at the Central Wasatch Symposium at Millcreek City Hall; topics included economic development, environmental protection, traffic, recreation, and a proposed Millcreek Canyon shuttle (Feasibility Study conducted by Fehr & Peers).

  • Drew Quinn

    reported on the November–December Comfort Drive: over 3,800 items donated by Holladay residents; $1,900 in cash donations tripled by private donors, resulting in $5,700 in total cash donations delivered to The Road Home shelter in Midvale. Quinn visited the shelter in December with former Holladay Mayor Rob Dahle.

Open and Public Meetings Act Training (Annual Requirement)

  • Conducted by Todd Godfrey. Key points covered: meeting definition and notice requirements (24-hour advance agenda); requirement for meeting minutes (summary, not verbatim) and recordings (perpetual retention); limited lawful grounds for closed meetings (litigation, individual character/competence/health, property transactions); two-thirds vote required to close a meeting; prohibition on quorum members pre-determining actions outside of a meeting; and a new provision prohibiting electronic messages among Council Members during meetings.

Ethics Training

  • Covered obligations under the Municipal Officers' and Employees' Ethics Act, including disclosure of conflicts of interest, written disclosure forms (including employment information for Council Member and spouse), and the January 31, 2026 filing deadline. Failure to file triggers a mandatory notification to the Lieutenant Governor's Office by the City Recorder.
