  • Home-based micro-school: K–12 education, up to 16 students, operated from a residential dwelling; requires 35 sq. ft. per student
  • Micro-education entity: K–12 education, up to 100 students; requires 20 net sq. ft. per student
  • Both must be permitted in all zones per State requirement
  • Cities may regulate parking, traffic, hours of operation, site development, and health/safety conditions
  • Parking requirement: one space per non-resident employee plus one additional space
  • Outdoor play areas must be secured; rooms must have carbon monoxide and smoke detectors
  • Both must register with the State and municipality as a business (regulated under Title 5, Business Licensing)

• Brief Discussion

  Chair Roach raised a question about whether micro-education entities overlap with boarding schools and whether boarding schools are addressed in City Code; City Planner Carrie Marsh indicated no specific boarding school provision exists; the closest analogue would be a treatment center

Recommendation to City Council — Approve Text Amendment (File #25-4-03)

The Planning Commission voted to forward a recommendation to the City Council to approve the application by the City of Holladay to amend Title 13, Chapter 04 and Chapter 100.010 of the Holladay City Land Use Code, relating to definitions and approved land uses, based on the following finding:
