Public Comments — Spring Lane Traffic/Speeding

Three residents addressed the Council regarding speeding and traffic volume on Spring Lane:

Greg Larsen
noted written information had already been submitted to the City and that additional residents were present to answer questions.
Ryan Schreyer
described concerns for child safety; noted his property has been gated due to traffic. Identified use of Spring Lane as a cut-through between Highland Drive and Van Winkle.
Kirsten Healey
stated she has lived in the area for 53 years and noted significant increases in traffic over time. She raised an additional concern that when the Spring Lane Elementary site becomes a park, foot traffic across Spring Lane will increase, making early action important.

Police Chief Justin Hoyal acknowledged that speeding does occur and confirmed officers were deployed to the area the prior week and will continue monitoring.

UPD Incentive Award Presentations

Chief Justin Hoyal presented Incentive Awards to the following officers:

Officer Jason Hudgens
Recognized for a January welfare check on an elderly woman living alone who was suffering from mental health issues and malnutrition. Hudgens coordinated multiple agencies (Mental Health Unit, UFA, Adult Protective Services) to ensure she received proper care. A neighbor submitted a letter of appreciation. Chief Hoyal also noted that Hudgens will be the new Court Bailiff, replacing retiring Bailiff Cordell Whitmore at the end of the month.

Detective Jason Aposhian, Detective Easton Story, Detective Anna Walker, Sergeant Edward Twohill, and Detective Mitch Valencia — Recognized for a burglary investigation initiated on March 8, 2026, involving $80,000–$100,000 in stolen property (high-value watches and jewelry). Coordination with the Las Vegas Metropolitan Police Department led to a search warrant executed on March 27, 2026 in Las Vegas, recovering a portion of stolen property. On March 30, 2026, while off-duty, Detective Aposhian coordinated with multiple agencies to apprehend suspects returning to Las Vegas; full confessions were obtained during subsequent interviews.
