Outgoing Council Member Recognitions

Council Member Paul Fotheringham
was recognized for eight years of service representing District 3. He was presented with a street sign reading "Paul's Place." He is the Mayor-elect and will assume the Mayor position on January 8, 2026, with his District 3 seat going to Natalie Bradley. He has served as liaison to the Arts Council and as UFA Board Chair.
Council Member Ty Brewer
was recognized as officially leaving the City Council (District 1). He was presented with a plaque from Chief Hoyal and a gift from UFA, as well as a street sign reading "Brewer Boulevard" and a skateboard from Mayor Dahle. Chief Hoyal and Capt. Dan Brown noted his dedication to fireworks and WUI discussions.
Resolutions for both Council Members were read into the record (Fotheringham's by Council Member Quinn; Brewer's by Council Member Durham).

Graham Brewer
(age 11, of 5006 South Fairbrook Lane, son of outgoing Council Member Ty Brewer) addressed the City Council regarding e-bike enforcement. He asked that children not be broadly grouped as unsafe riders, advocated for focusing on observed unsafe behaviors rather than blanket assumptions, and proposed that the City consider offering a formal e-bike safety course. He noted his uncle's company may be willing to donate an e-learning course, and suggested that course completion could potentially serve as a basis for reduced parental supervision requirements.
Phillip Policelli
(4891 South Wallace Lane) thanked the Council for their work on the WUI issue and requested that a PDF highlighting the distances along the I-215 corridor (approximately 300-foot separation from the concrete sound wall on the west side to Wasatch Boulevard) be shared.
