Public Comments — Spring Lane Traffic/Speeding

Three residents of Spring Lane spoke during public comment regarding speeding and traffic safety concerns:

Craig Larson
, 1925 Spring Lane — Stated residents had previously submitted written concerns and attended to provide additional information. Noted he expected a discussion but was informed public comment is not a dialogue.
Ryan Schreyer
, 1821 Spring Lane — Expressed concern about vehicle speeds on Spring Lane, noting the road width encourages use as a throughway between Highland and Vancouver. Stated he has three children and has gated his property to prevent them from going near the street.
Kirsten Healy
, 1911 Spring Lane — Stated she and her husband Abhi have lived on Spring Lane for 53 years and noted a significant increase in traffic over time. Raised additional concern that when a new park opens nearby, pedestrian crossings of Spring Lane will create further safety hazards. Suggested speed bumps and flashing speed signs as potential solutions.

Law Enforcement Commendation Awards

Presented by Chief Oil, with Chief Mazarin and Lieutenant Ackerman in attendance. Three Incentive Awards were presented to Holiday City officers:

Officer Jason Hudgins
Recognized for a welfare check conducted in January involving an elderly woman living alone who was suffering from malnutrition and a mental health crisis. Hudgins coordinated resources including the Mental Health Unit, Unified Fire, and Adult Protective Services, resulting in the woman receiving hospital care and family notification. Also noted: Hudgins is the new court bailiff, replacing retiring bailiff Cordell Whitmore at the end of the month.

Detective A. Potion, Detective Story, and Detective Anna Walker
(with absent recipients Sergeant Ed 2 Hill and Detective Mitch Valencia) — Recognized for a burglary investigation initiated March 8, 2026 involving $80,000–$100,000 in stolen property (high-value watches and jewelry). Detectives coordinated with Las Vegas Metropolitan Police Department, executed a search warrant on March 27, 2026 in Las Vegas recovering a portion of stolen property, and on March 30, 2026, after suspects returned additional stolen items to the victims while off duty, tracked suspects southbound on I-15, apprehended them in Mills, Utah, and obtained full confessions. The investigation closed at least two cases.

Officer Kennedy White
Recognized for a response on April 19, 2026 at approximately 3:00 AM to a suspicious person call involving a male in a mental health crisis. Officer White identified the individual, transported him to a local hospital, and then voluntarily returned to the victim's home at approximately 4:00 AM to clean up damage left on the porch — an unrequested gesture noted as especially meaningful by the homeowner. The commendation was initiated by Councilmember Bradley via email to Chief Oil.
